Philip Hackney

Philip Hackney is a Professor of Law at the University of Pittsburgh School of Law where he teaches tax law courses and contracts. He writes and speaks about U.S. tax law and nonprofits and is regularly quoted in the news in outlets such as the New York Times, Washington Post, Wall Street Journal, and appears on CNN, CBS, FOX and ABC. His scholarship considers how principles of democracy intersect with tax policy and nonprofit organizations. He has testified about tax policy in front of U.S. Senate and House Committees. Prof. Hackney worked from 2006-2011 for the Office of the Chief Counsel of the IRS in Washington DC in its exempt organizations group, where he oversaw the drafting of IRS regulations and other tax guidance projects, crafted briefs to represent the IRS before the U.S. Tax Court, advised the U.S. Department of Justice regarding tax exempt requirements on briefs before U.S. District and Appeals Courts, and generally advised the IRS Commissioner regarding tax-exempt law.
